I am in the same situation as rag, Nilesh Hirapra and Michael

With these steps I am now able to see “InfoPath Forms Services” section under “General application setting” but when I try to access any of the link under it, it gives this error:

 Error
File Not Found. 

Troubleshoot issues with Microsoft SharePoint Foundation.

This post to answer Nilesh and Rag question. Please check the sharepoint version because if you have SharePoint Server with Enterprise Client Access License then you should not get this error. To check which version is installed goto sharepoint central admin site and open the page upgradeandmigration.aspx there you will come to know about the sharepoint version.

Talk to Msft and get an updated key then re-install SharePoint and all of the services will appear under the new button (and be configured by the wizard).</description>
