Problem

Explorer view appears to be disabled for some libraries on your site (note that the administrator can turn it off for all libraries if they so choose.  If simple file operations are required then the best best is to use SharePoint Designer.,

Explanation

Figure 1 - Explorer view clearly disabled for pages library (ergo explorer view is not an option)

Figure 2 - Navigate via UNC - Type the UNC path \\servername\site\site\libraryname\

Figure 2 - Cut and paste like usual
